Virtual Inauguration of the Pre- and Post-Partum Maternity Care Centre at Koh Sdach Communal Hospital

On 21 November 2025, the Pre- and Post-Partum Maternity Care Centre at Koh Sdach Communal Hospital in Koh Kong Province was virtually inaugurated by H.E. Chhi Va, Governor of Koh Kong Province, and Vanlalvawna Bawitlung, Ambassador of India to the Kingdom of Cambodia. The ceremony which held in Phnom Penh Cambodia was attended by members of the Koh Kong provincial government and officials of the Embassy of India.
The new maternity care centre, established under the Quick Impact Projects (QIP) scheme of the Mekong-Ganga Cooperation, will enhance access to safe deliveries and essential maternal and child healthcare services for communities across Koh Sdach’s islands and mainland. The facility will also strengthen health education and outreach efforts for local families.
In his remarks, Ambassador Vanlalvawna Bawitlung reaffirmed India’s commitment to development cooperation rooted in mutual respect, local priorities, and capacity-building. He emphasized that India shares its developmental experience and technical expertise in the spirit of Vasudhaiva Kutumbakam—the belief that the world is one family. Recalling Prime Minister Narendra Modi’s 2018 affirmation that India’s development partnerships are guided by the needs of partner countries, Ambassador highlighted India’s human-centric approach, which prioritizes respect, diversity, care for the future, and sustainable development.
The Ambassador expressed appreciation to provincial authorities, commune councils, healthcare workers, and educators for their collaboration in ensuring that these projects genuinely benefit local communities. He also conveyed that the facilities are a gesture of goodwill from the people of India to the people of Koh Kong.
Under the QIP scheme of the Mekong-Ganga Cooperation, India provides grant assistance for ten projects annually in Cambodia, supporting socio-economic development in key sectors such as education, health, sanitation, women’s empowerment, and agriculture. To date, India has sanctioned 64 Quick Impact Projects in Cambodia, of which 47 have been completed and 17 are currently under implementation.
The Embassy of India is also in the process of finalizing an MoU with Koh Kong Provincial Government to establish a kindergarten at Peam Kay Primary School in Koh Kong province.

នៅថ្ងៃទី ២១ ខែវិច្ឆិកា ឆ្នាំ ២០២៥ អគារសម្ភព ថែទាំមុន និងក្រោយសម្រាលកូន នៅមន្ទីរពេទ្យសហគមន៍កោះស្តេច ក្នុងខេត្តកោះកុង ត្រូវបានសម្ពោធតាមប្រព័ន្ធអ៊ីនធឺណិត ដោយមានវត្តមានដ៏ខ្ពង់ខ្ពស់ របស់លោកជំទាវ ឈី វ៉ា អភិបាលខេត្តកោះកុង និងឯកឧត្តម វ៉ាន់ឡាល់វ៉ាណា បាវីតឡុង ឯកអគ្គរដ្ឋទូតឥណ្ឌាប្រចាំព្រះរាជាណាចក្រកម្ពុជា។ ពិធីនេះបានប្រារព្ធឡើងនៅរាជធានីភ្នំពេញ ដែលមានការចូលរួមពីមន្ត្រីរដ្ឋបាលខេត្តកោះកុង និងមន្ត្រីនៃស្ថានទូតឥណ្ឌា។
អគារសម្ភពថ្មីនេះ បង្កើតឡើងក្រោមគម្រោងផ្តល់ផលរហ័ស (Quick Impact Projects (QIP)) ដែលជាកិច្ចសហប្រតិបត្តិការមេគង្គ-គង្គា។ អគារនេះបង្កើនលទ្ធភាពទទួលបានសេវាសម្រាលកូនដោយសុវត្ថិភាព និងសេវាថែទាំសុខភាពមាតា និងកុមារនៅក្នុងសហគមន៍នានាទូទាំងកោះ និងដីគោក ដែលមានទីតាំងនៅកោះស្តេច។ អគារនេះនឹងពង្រឹងការអប់រំស្តីពីសុខភាព និងកិច្ចខិតខំប្រឹងប្រែងផ្សព្វផ្សាយសុខភាពដល់គ្រួសារក្នុងតំបន់ផងដែរ។
នៅក្នុងសុន្ទរកថារបស់ ឯកអគ្គរដ្ឋទូត Vanlalvawna Bawitlung លោកបានបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តរបស់ឥណ្ឌាចំពោះកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ដែលផ្តោតលើអាទិភាពដែលជាតម្រូវការរបស់ប្រទេសដៃគូ និងការកសាងសមត្ថភាព។ លោកបានសង្កត់ធ្ងន់ថា ឥណ្ឌាចែករំលែកបទពិសោធន៍អភិវឌ្ឍន៍ និងជំនាញបច្ចេកទេសរបស់ខ្លួនក្នុងស្មារតី Vasudhaiva Kutumbakam — ដែលមានន័យថា ពិភពលោកគឺជាគ្រួសារតែមួយ។ ឯកអគ្គរដ្ឋទូត Vanlalvawna Bawitlungបានរំលឹកឡើងវិញនៅការលើកឡើងរបស់ លោកនាយករដ្ឋមន្ត្រី Narendra Modi ក្នុងឆ្នាំ ២០១៨ ថា ភាពជាដៃគូអភិវឌ្ឍន៍របស់ឥណ្ឌាជាមួយប្រទេសជាដៃគូ ត្រូវបានបង្កើតឡើងតាមតម្រូវការរបស់ពួកគេ។ ឯកអគ្គរដ្ឋទូតបានគូសបញ្ជាក់ពីវិធីសាស្រ្តផ្តោតលើមនុស្សជាតិរបស់ឥណ្ឌា ដែលផ្តល់តម្លៃលើការ ការគោរ ការយកចិត្តទុកដាក់ចំពោះអនាគត និងការអភិវឌ្ឍប្រកបដោយចីរភាព។
ឯកអគ្គរដ្ឋទូតបានសម្តែងការកោតសរសើរចំពោះអាជ្ញាធរខេត្ត ក្រុមប្រឹក្សាឃុំ បុគ្គលិកសុខាភិបាល និងមន្ត្រីអប់រំចំពោះកិច្ចសហការរបស់ពួកគេក្នុងការធានាថាគម្រោងទាំងនេះពិតជាផ្តល់អត្ថប្រយោជន៍ដល់សហគមន៍ក្នុងស្រុក។ លោកក៏បានបញ្ជាក់ផងដែរថា សម្ភារៈទាំងនេះគឺជាកាយវិការនៃសុច្ឆន្ទៈពីប្រជាជនឥណ្ឌាចំពោះប្រជាជនកោះកុង។
ក្រោមគម្រោងផ្តល់ផលរហ័ស (QIP) ដែលជាកិច្ចសហប្រតិបត្តិការមេគង្គ-គង្គា ឥណ្ឌាផ្តល់ជំនួយឥតសំណងលើគម្រោងអភិវឌ្ឍន៍ចំនួនដប់ជារៀងរាល់ឆ្នាំនៅកម្ពុជា ដោយគាំទ្រដល់ការអភិវឌ្ឍសេដ្ឋកិច្ចសង្គមក្នុងវិស័យសំខាន់ៗដូចជា ការអប់រំ សុខភាព អនាម័យ ការផ្តល់អំណាចដល់ស្ត្រី និងកសិកម្ម។ រហូតមកដល់បច្ចុប្បន្ន ប្រទេសឥណ្ឌាបានអនុម័តគម្រោងចំនួន 64 នៅកម្ពុជា ដែលក្នុងនោះមានគម្រោងចំនួន 47 ត្រូវបានបញ្ចប់ និងគម្រោងចំនួន 17 កំពុងស្ថិតក្នុងដំណាក់កាលអនុវត្ត។
ស្ថានទូតឥណ្ឌាក៏កំពុងស្ថិតក្នុងដំណើរការចុងក្រោយដើម្បីចុះអនុស្សរណៈនៃការយោគយល់គ្នាជាមួយរដ្ឋាភិបាលខេត្តកោះកុងមួយបន្ថែមទៀត ដើម្បីបង្កើតសាលាមត្តេយ្យនៅសាលាបឋមសិក្សាពាមកៃ ក្នុងខេត្តកោះកុងផងដែរ។
